Change the Tk icon on win32

Hackicon allows you to change the red "Tk" icon that appears on a
Toplevel widget in Tkinter on win32. I spent many hours trying to find a
solution (without adding a major new dependency like win32all) to this
simple problem. I couldn't so I hacked one up. If there is a solution to
this problem already and I missed it... .
