In my opinion, PHP is definitely the best for accessing databases. You can put all the code into the PHP script and it talks straight to the database. Using variables, the users of a site can be given options that really add to the interactivity and make a site truly dynamic.
PHP is also supported on a rapidly growing number of servers.
