Kimberly,The only thing I can think of is creating a "big 1 row, 1 column" table. Then put the page contents in that table.
Do this for both top and bottom pages and make sure the settings of the "main/big" table is the same for both.
This might cause a scroll bar to appear at the bottom for the top page. Then, I suggest adjusting the width size of the "main/big" table to eliminate the bottom scroll bar.
