During December 1999, as commissioned by FCW, Decision Data Collection of McLean, Virginia conducted a telephone survey of 1,500 federal government subscribers of Federal Computer Week to measure the competitiveness and past performance of 102 leading information technology
(1) Demonstrate a cost-effective approach to measuring the competitiveness and past performance of leading information technology companies from the viewpoint of knowledgeable federal employees.
(2) Measure the federal market brand values of leading information technology companies using parameters generally applied in government source selections.
The survey covers the following areas:
* The respondent's current agency
* Annual spending on information technology products and services by the respondent's location
* Importance to the respondent of the contractor past performance criteria, as originally defined by the Office of Federal Procurement Policy
* The contractor past performance criterion most important to the respondent
* Importance to the respondent of various sources of contractor past performance measurements
* Extent of the respondent's experience with each of a group of information technology product/service providers over the past three years
* Complexity of work performed by the product/service providers with which the respondent is familiar
* Ratings of the competitiveness and past performance of the product/service providers with which the respondent is familiar
Appendix A of the study report provides the survey questionnaire, and Appendix B presents single-page report cards for the 102 companies included in the study.
